  Nandini Natarajan 

Nandini Natarajan is Chief Executive Officer – Executive Director of the Connecticut Housing Finance Authority (CHFA), the state level housing finance agency in the State of Connecticut. Nandini is the first woman CEO in the organization’s history. Prior to joining CHFA, Nandini was the Chief Financial Officer of the Illinois Housing Development Authority for six years. During her tenure at CHFA, Nandini has led the development and implementation of key programs like Time to Own, MyHomeCT and Build for CT using state resources. These important programs have been pivotal to the state’s housing agenda and economic recovery during and after the COVID pandemic. 

Nandini has served on the National Council of State Housing Agencies Board of Directors since 2020 and is a member of the Federal Home Loan Bank Boston Advisory Council. She attended Smith College in Northampton, Massachusetts, where she earned a bachelor’s degree in computer science and mathematics. Nandini holds a master’s in computer science from the University of Massachusetts, Amherst. She is a graduate of the NeighborWorks Achieving Excellence Program. 

 

   

 

  Tina Brockett 

Tina Brockett serves as the Deputy Managing Director of Multifamily at the Connecticut Housing Finance Authority (CHFA). Tina is responsible for overseeing CHFA’s multifamily housing development and asset management operations and has been with CHFA for more than 18 years. Prior to joining CHFA, she practiced real estate law in the private sector. 

Tina earned a bachelor’s degree from Wellesley College, a master’s in public administration from the University of New Haven, and a juris doctor from Washington University in St. Louis. 

 

 

 

 

 

   

 

  Joyce Ciampi 

Joyce Ciampi is the Director of Internal Audit at the Connecticut Housing Finance Authority (CHFA), overseeing audit and advisory services for CHFA. Joyce has over 30 years of audit and accounting experience. She has been in this role for nearly 15 years and has previously held management positions in private industry, leading teams to assist organizations in achieving business objectives and strengthening control processes. She has a bachelor’s degree in accounting from the University of Connecticut and is a Certified Public Accountant (CPA) and Certified Internal Auditor (CIA).

In her free time, Joyce enjoys travelling abroad, frequent trips to Newport, and most importantly, spending time with her family. Joyce is dedicated to providing risk-based and objective assurance and advice to assist CHFA in achieving its mission. 

 

 

 

   

 

  John Chilson 

John Chilson serves as Senior Director of Portfolio Management at the Connecticut Housing Finance Authority (CHFA), overseeing the purchasing and securitization of CHFA’s single family loans, along with the loan servicing of CHFA’s multifamily and single-family whole loan portfolios.

John has more than 40 years of experience in real estate investment, financing, and asset management across a wide range of ownership structures, including private equity, limited partnerships, and institutional investment. His background includes managing servicing platforms of varying sizes focused on distressed real estate loan recovery and resolution, both domestically and internationally. John’s expertise spans property development, structured investments, loan and real estate owned (REO) property dispositions, and loan workouts across all property types.

John earned his bachelor’s degree from Norwich University and a master’s degree in accounting from the University of Massachusetts.

 

 

   

 

  Pasquale Guliano 

Pasquale Guliano serves as the Managing Director of Multifamily at the Connecticut Housing Finance Authority (CHFA). Pasquale joined CHFA in 2010 as an Administrator of Multifamily Asset Management and again as Managing Director of Multifamily in 2022. Pasquale has over 30 years of experience in real estate investment, development, and finance. Prior to returning to CHFA, Pasquale served as the Managing Director of Belfonti Companies, where he led real estate development and investment opportunities.

In his current role as Manager Director of Multifamily, Pasquale ensures the strategic stewardship of CHFA’s affordable rental financing in an effort to expand opportunity for low- and moderate-income Connecticut families. Pasquale holds a bachelor’s degree from Wesleyan University and a juris doctor from the University of Bridgeport School of Law.

 

 

 

   

 

  Lisa Hensley 

Lisa Hensley serves as the Managing Director of Homeownership Programs for the Connecticut Housing Finance Authority (CHFA), a position she has held since 2021. She is responsible for creating and managing all CHFA’s first-time homebuyer loan programs to include first mortgages and down payment assistance to make housing more affordable, and its foreclosure prevention programs to keep families in their homes.

Previously, Lisa served as the Senior Vice President of Single-Family programs for the DC Housing Finance Agency. Her 6-year tenure was dedicated to increasing affordable housing through financing opportunities and sustaining homeownership through various special programs created to prevent foreclosure and homeowner displacement. Previously in her career, she worked in various roles in the Mortgage Banking industry where she acquired her passion for affordable housing.  

 

 

 

   

 

  Robert Hicks 

Robert Hicks serves as General Counsel at the Connecticut Housing Finance Authority (CHFA), where he plays a key leadership role in overseeing the organization’s legal strategy and operations. Prior to his tenure at CHFA, Robert spent over a decade in private practice, representing a diverse portfolio of clients in commercial real estate and finance transactions.

Robert earned his bachelor's degree from Connecticut College in New London, Connecticut. He went on to receive his juris doctor from the University of Connecticut School of Law, where he served as an editor of the Connecticut Law Review.  

 

 

 

 

   

 

  Maura Martin 

Maura Martin has served as Managing Director of Administration for the Connecticut Housing Finance Authority (CHFA) since 2020, overseeing a number of operational areas, including Human Resources, Contracts and Procurement, Facilities and External Communications. She has over 35 years of experience in government and communications. Maura joined CHFA in 2013 as the Legislative Program Officer, focusing on federal advocacy of affordable housing issues and board policy.

Prior to CHFA, Maura served two terms as First Selectman in her hometown of Thomaston, Connecticut. In addition to her background in state and local government, Maura was engaged at Connecticut Public Television and Radio for 11 years, most recently serving as Executive Producer of Local Programming. Maura earned a bachelor’s degree in English from Middlebury College and a juris doctor from the University of Connecticut School of Law.  

 

 

 

   

 

  Suresh Menon 

As the Chief Information Officer of the Connecticut Housing Finance Authority (CHFA), Suresh Menon is responsible for overseeing the strategic direction and management of CHFA’s information technology (IT) resources. With a focus on innovation and efficiency, Suresh ensures that CHFA's IT infrastructure and systems are optimized to support its mission of providing affordable housing opportunities. With over 35 years of experience in IT, Suresh specializes in aligning IT initiatives with business goals, enhancing operational efficiency, and driving innovation.

Prior to joining CHFA, he held senior IT leadership and management positions providing technology solutions in the Mortgage, Banking, Telecommunications, and Energy Services industries, where he spearheaded numerous projects that modernized legacy systems, implemented cutting-edge technologies, and built high-performing IT teams.  

 

 

 

   

 

  Robert Michalik 

Rob Michalik serves as the Director of Government Relations for the Connecticut Housing Finance Authority (CHFA). In this role, Rob oversees the state and federal legislative initiatives of the organization and provides information and research services to key stakeholders, including legislators and other public officials. He has extensive experience in politics and government at both the state and federal levels, having previously managed a congressional office and having formerly directed legislative affairs for the Connecticut Department of Economic and Community Development and Connecticut Innovations.

Rob holds a bachelor’s degree in political science, along with master’s degrees in political science and business administration. When not at work, Rob serves on two non-profit boards and on a local land use commission. He also enjoys reading, the outdoors, and University of Connecticut basketball. 

 

 

 

   

 

  Shelly Mondo 

Shelly Mondo serves as the Director of Business Operations and Facilities for the Connecticut Housing Finance Authority (CHFA), where she oversees facilities management, capital planning, business operations, and contracts and procurement. Shelly began her career at CHFA in 1985 and has held a variety of roles throughout her tenure. In her current position, she is responsible for ensuring that CHFA’s physical assets, operational systems, procurement processes, and resources effectively support staff, programs, and the organization’s mission.

With a strong focus on fiscal stewardship, regulatory compliance, and transparency, she leads facilities operations, infrastructure investment, vendor and contract oversight, procurement activities, and long-term facilities strategy. She has a background in legal compliance and related matters and earned a bachelor’s degree in business administration. In her spare time, she enjoys hiking, running, and spending time with her four daughters. 

 

 

 

   

 

  Allison Murphy 

Allison Murphy serves as the Controller for the Connecticut Housing Finance Authority (CHFA) and is responsible for overseeing all accounting operations. Allison has over 30 years of experience in accounting and financial operations in various industries. Prior to joining CHFA in 2012, she served as the Controller for a property management company and more recently served as the Director of Accounting for the City of Meriden. Allison has a passion for fiscal integrity and operational excellence.

Having begun her career while living in Charlotte, she currently holds her Certified Public Accountant (CPA) license from the state of North Carolina. She earned a bachelor’s degree in accounting from Central Connecticut State University.  

 

 

 

   

 

  Marcus Smith 

 

Marcus Smith is the Director of Research, Marketing, and Outreach at the Connecticut Housing Finance Authority (CHFA), where he leverages the power of data and storytelling to help drive the organization's statewide impact. Marcus has spent over two decades championing mission-driven organizations dedicated to strengthening communities through access to quality, stable, and affordable housing.

Before joining CHFA, Marcus served as the director of the Healthy Homes Program at the Connecticut Children's Medical Center where he worked to build bridges between healthcare professionals and housing practitioners. Prior to that, he spent 12 years with Sheldon Oak Central, a nonprofit community development organization in Hartford. Marcus holds a bachelor’s degree in history from the University of New Hampshire and earned his master’s degree in business administration from the University of Connecticut.  

 

 

 

   

 

  Hazim Taib 

Hazim Taib is the Chief Financial Officer at the Connecticut Housing Finance Authority (CHFA). Hazim joined CHFA in December 2013 and has over 25 years of experience in public finance and capital markets. Prior to joining CHFA, he served as the Chief Financial Officer at Illinois Housing Development Authority (IHDA) and oversaw IHDA’s housing and bond programs.

Hazim holds a bachelor’s degree in finance and a master’s degree in business administration from Indiana State University, a graduate certificate in accounting from Keller Graduate School of Management and a diploma in public administration from Universiti Teknologi MARA Malaysia. In his free time, Hazim loves traveling and enjoys discovering new cultures.
