Supportive Housing Programs

Overview

The Connecticut Housing Finance Authority (CHFA) has provided mortgage financing for the housing developments created under the Supportive Housing Demonstration Program, the Supportive Housing Pilots Initiative and the Next Steps Initiative.  

In general, Supportive Housing developments are required to follow the compliance standards of CHFA Mortgage loans, but must also comply with any unique requirements outlined in the housing program under which they were created.  Owners and Management Agents are encouraged to refer to the Regulatory Agreements and Loan Documents associated with their CHFA Multifamily Mortgage loans for more information on compliance rules associated with their developments.

Audited Annual Financial Statement Reporting Requirements

 

The Supportive Housing Demonstration Program requires Audited Annual Financial Statements to be submitted to CHFA within 120 days from the close of the development’s fiscal year.


 

Projected Annual Operating Budget Requirements

Depending upon the Supportive Housing Program, a Projected Annual Operating Budget must be submitted to CHFA and/or the development Owner:

  • The Supportive Housing Demonstration Program requires Projected Annual Operating Budgets to be submitted to the Owner 120 days prior to the beginning of the development’s fiscal year, and to CHFA 90 days prior to the beginning of the development’s fiscal year.  
     
  • The Supportive Housing Pilots Initiative requires Projected Annual Operating Budgets to be submitted to CHFA 60 days prior to the beginning of the development’s fiscal year.  
     
  • The Next Steps Supportive Housing Initiative requires Projected Annual Operating Budgets to be submitted to CHFA 60 days prior to the beginning of the development’s fiscal year.

 

Interim Statements of Operation Requirement

 

The Supportive Housing Demonstration Program requires an Interim Statements of Operations to be submitted to CHFA within 30 days from the end of each quarter.

CHFA Multifamily Housing Financial Reporting - Budgets, Interims and Capital Improvement Schedule
This workbook is used by developments with CHFA Multifamily Mortgages to project their Annual Operating Budgets and their Capital Improvements for the coming year. HM 6-12, HM 6-12(a) and HM 6-12(d) are required for the budget submission. HM 6-10 is required for Interim Statement submission.
