When financial hardships present themselves, homeowners can benefit from a variety of CHFA programs from Foreclosure Prevention Workshops and One-on-One Foreclosure Prevention Counseling, to the Emergency Mortgage Assistance Program (EMAP), to job training.  CHFA and its partners have programs and services available at no charge.  

 
 

Registration 

Homeowners facing foreclosure may be referred to a CHFA Participating - HUD Approved Counseling agency by their lender, mortgage servicer, or CHFA.   

The following CHFA Participating - HUD Approved Counseling  agencies provide Foreclosure Prevention Workshops and One-on-One Foreclosure Prevention Counseling. Homeowners are encouraged to reach out to one of these housing counseling agencies directly, to discuss what home retention and non-home retention options may be available.

Additional Resources for Homeowners at Risk of Foreclosure 

 

Foreclosure Prevention Workshop, including One-on-One Foreclosure Prevention Counseling

These workshops are for homeowners who own and occupy their homes and are in default and/or in danger of foreclosure. This course covers Fair Housing rights, consequences of mortgage default and foreclosure, foreclosure prevention programs and resources, and the State of Connecticut's Emergency Mortgage Assistance Program (EMAP).  These workshops will also discuss foreclosure procedures and timelines, the Judicial Mediation Program, identifying predatory lending, and how to obtain foreclosure prevention counseling with one of the CHFA Participating - HUD Approved Counseling agencies located throughout the State of Connecticut. 

Enrollment in One-on-One Foreclosure Prevention Counseling provides a housing counselor that will work with you, free of charge, to address your financial issues and negotiate a plan with your lender on your behalf, to prevent or resolve foreclosure.  Any Connecticut homeowner facing default or foreclosure is eligible to register.

Emergency Mortgage Assistance Program 

CHFA’s Emergency Mortgage Assistance Program (EMAP) is available to eligible homeowners who are behind or expect they will fall behind on their mortgage payments and are facing foreclosure due to a financial hardship. CHFA will provide a loan to make your delinquent mortgage current and contribute to monthly mortgage payments for eligible applicants.  Questions should be directed to the CHFA Customer Call Center at (860) 571-3500.   To view program eligibility or apply, click here for EMAP Application Package.

 

Job Training 

The Mortgage Crisis Job Training Program offers customized employment services and job training and placement assistance to qualified borrowers earning less than $120,000 a year who are 60 days or more behind on their mortgage payments. Housing counselors at The WorkPlace agency may also refer homeowners to other services and programs as needed.  Contact The WorkPlace at (866) 683-1682 to find out if you qualify.

 

U.S. Department of Housing and Urban Development (HUD)

Since 2009, as an award recipient and a HUD-approved State Finance Agency, CHFA has partnered with HUD in receiving funding to support HUD’s mission nationwide and the network of Housing Counseling Agencies (HCA) and counselors. HCAs are trained and approved by HUD to provide tools to current and prospective homeowners and renters so that they can make responsible choices to address their housing needs in light of their financial situations.  Click here to learn more about the Housing Counseling Program.

 

Connecticut Fair Housing Center

The Connecticut Fair Housing Center is a valuable resource for homeowners in regards to foreclosure prevention.  The Connecticut Fair Housing Center sponsors regular, monthly Foreclosure Prevention Clinics, and foreclosure advice virtual meetings.  Any homeowner at risk of foreclosure may attend these clinics or schedule a virtual meeting to speak with an Attorney to receive free legal advice about representing yourself in a foreclosure action.  Visit the Connecticut Fair Housing Center's website for their schedule of available clinics, or to sign-up for a foreclosure advice virtual meeting.

Consumer Finance Protection Bureau (CFPB)

The Consumer Financial Protection Bureau (CFPB) is an independent agency of the United States government responsible for consumer protection in the financial sector. Its jurisdiction includes banks, credit unions, securities firms, payday, mortgage-servicing operations, foreclosure relief services, debt collectors and other financial companies operating in the United States.

The CFPB's creation was authorized by the Dodd–Frank Wall Street Reform and Consumer Protection Act.
