and Tenant Support (APTS) Program
Overview
The Connecticut Housing Finance Authority (CHFA)
administers the Authority’s Projects and Tenants Support
(APTS) program for developments previously administered by
the
DECD. As required by Connecticut statute, CHFA
assesses quarterly service fees against each unit in housing
developments within the State Housing Portfolio.
The APTS
Program makes these service fees available to developments
for a variety of purposes such as: resident hardship, rental
subsidy, health and safety issues and capital improvements. CHFA offers two options for using
the fees. Housing Authorities with multiple programs can
apply to use the fees while still submitting the quarterly
service charges to CHFA; or Housing Authorities can plan a
use for the fees and retain them for that purpose.

What is the Authority’s
Projects and Tenants Support program?
The Authority’s Projects and Tenants Support (APTS) program
is a funding source for developments that received financing
under state housing programs. APTS funds
(service fees) which are paid quarterly, can be combined by
funding program for utilization for the state housing
developments. CHFA created APTS in 2006 to make those
funds available for use by housing developments to assist in
paying for eligible expenses.
Who can apply for funds under this program?
Housing Authorities that are owners or
sponsors of state-financed housing developments are eligible
to apply for use of the Authority’s Projects and Tenants
Support program funds.
What can the Authority’s Projects and Tenants Support
program funds be used for?
The Authority’s Projects and Tenants Support program
funds can be used for capital improvements, health and
safety projects, resident hardship or rental assistance
projects, and/or other resident services and activities, on
behalf of a housing development within the State Housing
Portfolio.
How do you apply for the Authority’s Projects and Tenants
Support program?
The Authority’s Projects and Tenants Support (APTS)
program allows developments to apply to CHFA for funds in
one of two ways. The first method allows a Housing
Authority to apply for APTS funds while it continues to
submit quarterly service fees to CHFA for escrowing. The second method allows a
Housing Authority to retain the service fees.
The procedures for following the two options are as
follows:
- Option One:
A Housing Authority with multiple
programs that elects to submit quarterly fees to CHFA
must apply for reimbursement upon demonstration of an
eligible use at any one development or any combination
of their developments. A Housing Authority that elects
this option submits to CHFA the
State Housing Portfolio
– Form 6-01A - APTS Application.
- Option Two:
A Housing Authority that elects to
retain the service fees must do so in separate accounts
that do not commingle funds from other housing
programs. In addition, the Housing Authority’s annual
budget and audit documents must include the APTS funds.
A Housing Authority that elects this option submits to
CHFA the State Housing Portfolio – Form 6-01B - APTS
Application.
