Successfully Providing Housing for the Homeless

ince 1993

Supportive housing creates permanent, affordable service-supported housing opportunities for homeless individuals and families or those at risk of becoming homeless, particularly those experiencing repeated or persistent homelessness. The appearance of supportive housing resembles other types of rental housing, and people living in permanent supportive housing reside in their own apartments, enter into rental agreements and pay their own rent, just as any other resident living in rental housing. Unlike other rental housing alternatives, residents in permanent supportive housing may access, at their option, support services. Individuals may receive health and employment services along with life skills training enabling them to stabilize their lives and assist them in regaining a stake in the community.

Since 1993, the State of Connecticut has been active in implementing supportive housing through a unique collaboration of public and private organizations including: the Office of Policy and Management (OPM), Connecticut Housing Finance Authority (CHFA), Department of Economic and Community Development (DECD), Department of Mental Health and Addiction Services (DMHAS), Department of Social Services (DSS), and the Corporation for Supportive Housing. Most recently, the Department of Children and Families (DCF) has joined this collaborative effort to address the needs of homeless youth and young adults.
