Assisted Living
Overview
Connecticut and the nation began exploring alternatives to
nursing facility placement for elders in the 1990s as
research seemed to conclude that institutionalized nursing
care was not the preferred or most cost effective model for
elders who might be capable of maintaining independence when
provided adequate daily support. As a result of this new
understanding, the state legislature authorized a pilot
program to test the efficacy of Assisted Living as an
alternative housing and care model for elders living in
affordable, subsidized housing.
Since 1999, Connecticut has led the way in creating and
sustaining affordable Assisted Living alternatives that
enhance and maintain the health and dignity of their
residents. CHFA has collaborated with the following state
agencies to provide Assisted Living Housing:

A Brief History of Assisted Living Programs in CT
Involving CHFA
In 1999, CHFA joined an interagency team to implement the
Assisted Living Demonstration Program. The goal of the
program was to create up to 300 subsidized Assisted Living
units in at least three municipalities. The program
succeeded at developing 224 new units of affordable housing
for individuals eligible for Assisted Living services,
funded by the
Connecticut Home Care Program for Elders
(CHCPE), in four communities.
In accordance with the
memorandum of understanding
between the agencies, CHFA provided subsidized mortgage
financing; while DECD provides rental subsidies and DSS
provides financial assistance to help pay for core and
personal services for residents of qualified units in the
developments. DPH approves and licenses the “Assisted
Living Services Agencies” (ALSAs) that provide these
services. OPM provides ongoing oversight and policy support
before the Connecticut General Assembly.

As funding for Assisted Living is made available, CHFA
issues Requests for Proposals (RFPs) soliciting applications
