American Recovery and Reinvestment Act
Reports
Since the passage of the American Recovery and Reinvestment
Act (ARRA) on February 17, 2009, Connecticut has received
more than $3 billion for housing programs, state and local
transportation projects, energy efficiency and conservation
initiatives, unemployment and nutritional assistance
benefits, educational activities and more.
ARRA provides the Connecticut Housing Finance Authority
(CHFA) with two initiatives to assist in the development of
affordable rental housing through the Low-Income Housing Tax
Credit (LIHTC) program. These tools include the Tax Credit
Assistance Program (TCAP), which provides direct funding to
CHFA through the federal Department of Housing and Urban
Development (HUD), and a Tax Credit Exchange Program (TCEP)
that allows CHFA to return unused low-income housing tax
credits to the U.S. Treasury in exchange for cash grants.
Each state agency receiving ARRA funds is required to
provide regular and timely reports on the administration of
these funds. In compliance with these requirements, CHFA
submits periodic reports to the federal Office of Management
and Budget and the U.S. Treasury Department on TCAP and
TCEP. These reports can be found on the Office of
Management and Budget and the
U.S. Treasury websites. CHFA’s reports and those of
other state agencies receiving ARRA funds can also be viewed
on the
Connecticut Recovery Initiative website maintained by
Governor Rell.
